Eldar is by far the weakest race in DC (and arguably on the tabletop, but that's neither here nor there). You have to use mobility i.e. fleet of foot and get cloaking asap, stealthed rangers are also a good option. Don't build too many troop types, you don't need death reapers and banshees and spiders and firedragons, pick two.
