About Us. CITES was negotiated in 1973 in Washington, DC (it is sometimes referred to as the Washington Treaty), at a conference attended by delegations from 80 countries. The United States was the first country to ratify CITES on September 13, 1973, and it entered into force on July 1, 1975, after it had been ratified by 10 countries.
